I'm at a loss, I don't think there is much more I can test or try, both windows machines have exactly the same problem, clearly, thunderbolt 3 networking on windows is now broken, is there a hotfix available. Many folks have exactly the same issue here and I can get the connection working by running ifconfig enp38s0 0.0.0.0 0.0.0.0.

My machine also doesn't connect to the network by default, and the connection is not shown in gnome's NetworkManager. So after upgrading from Ubuntu 16.04 to 16.10 I noticed that my eth0 device had disappeared. It seems to be Thunderbolt Ethernet, it's fundamentally broken, 65mbps transfer speeds copying from, and trying to copy to it drops to 0mbps and then nothing. NetworkManager doesn't show ethernet connection. It's not the Thunderbolt cards on Windows because they work with the external thunderbolt drive.
